Air Conditioning Issues in My 1995 Lexus LS 400 (XF20)

My 1995 Lexus LS 400 has been experiencing intermittent air conditioning issues. The compressor seems to be engaging and disengaging randomly while driving at low speeds, causing inconsistent cooling. When it does work, the airflow is strong but not cold enough. I've checked the refrigerant levels and system pressures with a gauge, but haven't seen any obvious leaks or blockages.
